Yes, I would like to create another kind of ERP-like structure about 100M after every ERP in Singapore and I shall name it ‘Electronic Road Pricing Rebate’ (ERP-R). Basically, vehicles that use the road shall get a rebate through the ERP-R if they are still caught in a jam within the 100M distance after going through the ERP. As we all know, ERP was designed to minimize traffic jams. Hence, it is fair for motorists to get a rebate if they are still caught in a traffic jam.
Firstly, the roads where ERP-R are being placed, shall be monitored by multiple CCTVS to check if there are traffic jams at times of the day. This is to ensure that whenever there is a traffic jam at these roads, motorists can wait happily in their vehicles for their rebates. However, this amount of money they will get back is not equivalent to the amount which ERP has charged them. Thus, they would only get a rebate of 50% of it.
Secondly, a normal running vehicle travelling at a speed of 50km/h on a normal Singapore road takes averagely about 8 seconds to travel 100M. Hence, there will also be another monitoring device installed in the IU (In vehicle unit) to take note of the duration of the vehicle throughout the 100M between the ERP and the ERP-R. If the vehicle is within the range of 100M for longer than 2 minutes, it will receive a rebate of 50% when it reaches the ERP-R. *A maximum of 50% rebate is allowed at each ERP-R.
Thirdly, motorists who think they can claim their rebates by stopping at the road shoulders in between both ERP and ERP-R will be severely dealt with. A fine of $10 will be imposed for 1st-time offenders, they will be charged more subsequently. *CCTVS located at each ERP-R will be monitoring the road at all times.
Lastly, ALL ERP-R operating hours will strictly follow the timing for the ERP located 100M away from them. This is to ensure that vehicles do not get a rebate during non ERP hours, vice-versa. *Vehicles who forgot to insert their cash cards when going through the ERP will get a fine, and do take note that they will NOT get a rebate at the following ERP-R.
